To authorize the distribution formula for the money collected under the $7.50 per ton landfill tipping fee (tax) proposed by House Bill 4221. Most of the money would be distributed to local governments, mostly allocated on a per-capita basis, with some exceptions. Those municipalities that provide curbside recycling programs would get more money.
